One method that might be reasonable is to allow an account that sent eth to another account to label it as a scam, which could for example lock down that account for a duration equivilent to the amount of eth sent to it.

He built this contract to buy P3D, lock it up permanently, and pay out everyone who bought p3d through it with dividends. The goal was to raise the floor price of P3D so that the contract died.
The problem

is that the math, for P3D, is a very smooth algorithm
At the point that this lockup contract was launched, they dumped 500-600 eth into it, thinking it would raise the floor of p3d by that much
